We are also committed to providing authoritative, standardized trophy-fish designation criteria based on the best available jurisdictional fisheries data and peer-reviewed scientific literature. This evidence-based approach ensures that trophy-fish designations are scientifically defensible, geographically appropriate, and applied consistently across species and jurisdictions. Fish growth and maximum attainable size vary among species and geographic regions. For example, a largemouth bass inhabiting Canadian waters is unlikely to attain the same size as one in Florida because of differences in climate, growing-season length, habitat conditions, and other ecological factors. Measurement methods and reporting requirements may also vary among jurisdictions.

To account for these geographic and methodological differences, FCA applies a rigorous, tiered, and evidence-based approach when establishing trophy-fish standards:

Jurisdictional fisheries data and protocols. FCA first examines species-specific measurement data, assessment methods, and measurement protocols used by the jurisdictions throughout a species’ geographic range. Primary sources typically include federal, provincial, territorial, and state fisheries regulations, management plans, and technical reports.

Official recognition and record programs. Where available, government-administered or otherwise authoritative fish-recognition programs provide reference points for evaluating appropriate trophy thresholds and measurement procedures. Jurisdictional fish-record systems may also provide evidence regarding the sizes attained by particular species.

Scientific literature. When regulatory or program data are limited, FCA consults relevant scientific and technical literature. Research concerning fish growth, population biology, size distribution, habitat, and geographic range helps establish scientifically defensible trophy standards.

Integrated evidence assessment. Where no clearly defined trophy-size standard exists, FCA establishes an appropriate threshold by integrating the best available information from the sources described above. Supplementary evidence, such as standards from adjacent jurisdictions with comparable populations, habitats, and environmental conditions, may also be considered.

FCA is confident that this evidence-based approach produces trophy size standards that are credible, geographically appropriate, and consistently applied. Standards are reviewed periodically and refined as necessary to reflect changes in fisheries regulations, recognition programs, measurement protocols, scientific knowledge, and fish population characteristics.
